What is DIN SPEC 91489:2024-11 and why is it important for EV fire safety?
This specification standard was developed in Germany over several months and published in November 2024 after extensive discussions and contributions from fire safety professionals, emergency responders, vehicle manufacturers, and other industry experts.
DIN SPEC 91489:2024-11 is the first regulated testing framework for fire limitation blankets specifically designed for use on electric vehicles. Its objective is to ensure that only meticulously tested, well-manufactured and high-performance fire blankets receive approval.

Why is DIN SPEC 91489:2024-11 so important?
Having an internationally recognised standard in place ensures that approved EV fire blankets have passed the most stringent safety criteria. In a previously unregulated market, it gives fire services and first responders the regulatory assurance they need to trust the product when it matters most. It also provides independent verification of both the efficacy and quality of the blanket.
A brief overview of DIN SPEC 91489:2024-11 requirements
To illustrate the complexity and detail of DIN SPEC 91489:2024-11, the list below highlights the significant test criteria:
Loop straps
- Positioned on all four corners with a specified minimum size.
- Low ignitability, proven by testing to FMVSS 302.
- Straps on the pulling side must be red; all others a different colour.
- Tested for strength and secure fastening to the blanket.
Positioning markers
- Markings must clearly indicate the centre point on all sides.
Thermal resistance
- Tested to EN ISO 13501-1, minimum rating: B, s1, d0.
- DIN test: fabric placed over a metal frame housing two specified gas burner torches and thermocouples. The blanket is exposed to 700–1,000°C over varying cycles to replicate EV battery thermal runaway.
Mechanical stability
- Cut resistance tested to EN ISO 13997 to a specified rating.
- Tensile strength tested by loading 100kg for 30 seconds, then dropping an additional 25kg from 30cm. Evaluated after 30 seconds — no tears, fraying, or detachment permitted.
General requirements
- Open edges must be protected from fraying.
- Service life and reusability must be specified.
- Radio frequency permeability tested.
- Must resist oils, greases, fuels, extinguishing agents, and battery acids.
- Flexibility and storage deformation tested.
- Deployment within 30 seconds on wet and dry vehicles of specified dimensions, by a maximum of two people.
- Storage container/bag must provide IP65 protection.
- PFAS-free materials used in manufacture.
Marking and manufacturer information
- Blanket must include full identification of technical features, date of manufacture, and batch number.
- Instructions for use as detailed in the specification.
Evidence
- Where required, tests must be recorded with photographic/video evidence retained.
- DIN thermal resistance reports must include expert opinion confirming suitability as an EV fire limitation blanket.

Since its launch, Fire Cloak™ EV Fire Limitation Blanket has been at the forefront of independent fire resistance testing and fully supports DIN SPEC 91489:2024-11.
Prior to publication of this standard, Fire Cloak™ underwent extensive testing relevant to its end use. Highlights include:
